Calling cards
International calling cards in 2026: still worth it next to apps and browser dialers?
Part of: How to make international calls online: dialing, rates and free options
TL;DR
For most people with a smartphone or a laptop, no. A prepaid calling card still works from an ordinary phone with no internet [1], but per-call and maintenance fees [1], rounding [2] and expiry dates [1] eat into the minutes its headline rate promises. Browser dialers such as Yolla show the rate before the call and charge no connection fee [3]. Rates by country are in my guide to calling abroad online.
Key facts
- The FCC lists undisclosed post-call and maintenance fees, and cards that expire without the buyer knowing, among common calling-card complaints [1] (checked ).
- Card seller NobelCom allows a maintenance fee of up to $0.99 a week on some cards and rounds calls up to whole minutes unless a card says otherwise [2][2] (checked ).
- NobelCom's FAQ says a card expires a year after last use; its terms say every PIN expires 183 days after purchase, used or not [4][2] (checked ).
- App credit expires after 12 months without use at Rebtel and is valid for 365 days at Talk360; TwinPhone credit never expires [5][6][7] (checked ).
- The FCC's international calling tip sheet, reviewed on , still suggests prepaid cards as a possibly cheaper option and warns that some have undisclosed fees [8] (checked ).
How does an international calling card work?
You buy a PIN, dial an access number, enter the PIN and then dial the number abroad [1]. The call runs over the ordinary phone network, from a landline, mobile or payphone [4], so it needs no internet and no smartphone. That is the main thing a card still does that browser dialers and most calling apps cannot.
On I read the FAQ and terms of NobelCom, a card seller that publishes its rules in detail. Its three steps: dial the access number, enter the PIN, dial the destination in international format [4].
| Step | Calling card | Browser dialer |
|---|---|---|
| Connect | A local access number (your phone company may charge for it) or a toll-free one (a per-minute surcharge comes off the card) [2] | Open the dialer in Chrome, Safari, Firefox or Edge [9] and allow the microphone [10] |
| Identify yourself | Type the PIN, unless PINless dialing is set up for your phone [4] | Nothing to type: you are signed in |
| Dial | The destination with its country code [4] | +, the country code and the number, without the domestic leading 0 [11] |
What does a calling card charge besides the rate?
The advertised rate assumes a local access number [4]. On top of it, four things eat into the balance: per-call connection or hang-up fees, maintenance fees at regular intervals, rounding each call up to a block of time, and surcharges for toll-free or foreign access numbers. The FCC warns that hidden fees can leave buyers with a fraction of the advertised minutes [1].
- Connection and post-call fees: taken each time you use the card [1]. NobelCom's terms allow one per call, varying by country [2].
- Maintenance fees: up to $0.99 a week on some NobelCom cards, starting within 30 days of first use [2]. That is $3.96 every four weeks, whether you call or not.
- Access-number surcharges: from the US, a 1-800 access number adds $0.01 a minute to the advertised rate [4], and an access number used outside its own country can add up to $1 a minute [2].
| Card | Rounding | Maintenance fee | Connection fee | Minutes on the smallest card |
|---|---|---|---|---|
| Hello | 4 minutes | Weekly | None | 168 |
| Dial | 1 minute | Monthly | None | 137 |
| One Second | 1 second | None | None | 107 |
All three are sold in the same card values; the minutes are NobelCom's own figures for the smallest card, before any fee or rounding. Read on [12].
The card with the most minutes is the weakest choice for short calls. With 4-minute rounding, a 5-minute call is billed as 8 minutes and a 1-minute call as 4, and the weekly fee keeps running between calls; the One Second card bills both calls at their real length. NobelCom itself says its connection-fee cards suit people who call rarely and talk long [4].
The two browser dialers I compare here add no connection fee. TwinPhone does not bill unanswered calls, but it rounds each answered call up to a whole minute, as NobelCom's Dial card does [7]; Yolla states no hidden charges or connection fees [3]. I work through rounding and minimum top-ups in the real cost of a call abroad.
Do calling cards expire?
Expect an expiry date, and the clock can start at purchase rather than first use [2]. The FCC tells buyers to check the expiration date to avoid losing unused minutes [1] and lists cards that expire without the buyer knowing among common complaints [1]. App credit can expire too: the app rules I read allow about a year, and one browser dialer sets no expiry at all.
NobelCom's two documents disagree. The FAQ says a card expires a year after last use, or a year after ordering if never used [4]. The terms say every PIN sold on the site expires 183 days after it was acquired, used or not [2]. When a seller's own pages conflict, I plan around the shorter date.
Calling card, phone app or browser dialer: which fits your situation?
It depends on the device at the calling end. With only a landline or a basic phone and no internet, a card is the simplest option that works. With a smartphone, a calling app does the same job without PINs or access numbers. At a computer, a browser dialer needs nothing installed [9]. If the other person has WhatsApp, an app-to-app call is free [13]; I cover that in WhatsApp calls abroad.
| What matters | Calling card | Phone app (Rebtel, Talk360) | Browser dialer (Yolla Web, TwinPhone) |
|---|---|---|---|
| Internet | Not needed [1] | Wi-Fi or data, or Rebtel's local numbers in some countries [14] | Wi-Fi or data |
| Device | Any phone, payphones included, where the seller has an access number [4] | A smartphone [15] | A computer or phone with a current browser [16] |
| Sign-up | A mobile number and email when bought online [4] | A real mobile number, verified by code [15][17] | An account; TwinPhone needs no phone number [16] |
| Charges beyond the rate | Connection, maintenance or access fees on some cards [1][2] | Optional plans, such as Rebtel's unlimited Mexico at $3 a month [18] | No connection fee at Yolla or TwinPhone [3][7] |
The access-number idea lives on inside one app. With Rebtel you create an account on its website and reach a saved contact by dialing a local number from your registered phone [14]. Your own operator bills that as a local call, and the option is not offered in every country, but it suits a caller with a landline and no smartphone.
TwinPhone sponsors this site, so here is where it fits for someone leaving cards behind. It calls landlines and mobiles from Chrome, Edge, Firefox, Brave or Safari, with sign-up by email or Google and no phone number [16], and its credit never expires [7]. An optional US or Canadian number costs from $3.19 a month [19]; calls to it ring in the browser at $0.02 a minute [16].
Its weak points: there is no free tier [20], and the smallest top-up is $10 against $4 at Yolla [7][3]. UK mobiles cost $0.12 a minute and India $0.08, above Yolla's 'from' rates of $0.10 and $0.0239 [21][22][23]. Numbers exist only for the US, Canada and Puerto Rico [19], and its calling page says 145+ countries while the rate table says 165 destinations [16][21].
When is a calling card still worth buying?
When the caller has a phone line but no internet or smartphone, when long, frequent calls will use the balance before it expires, or when a fixed prepaid spend matters most. The FCC still suggests prepaid cards as a possibly cheaper way to call abroad, since you pay in advance and cannot run up a bigger bill, while warning that some have undisclosed fees [8].
Before you buy a card
- Find a local access number for the place you will call from: advertised rates assume one, and your phone company may charge for dialing it [4].
- Read the rounding, connection fee and maintenance fee of that exact card, not the seller's headline rate [1].
- Note the expiry rule and when its clock starts [1].
- Keep the customer service number; if the issuer cannot be reached, the FCC takes complaints [1].
When I would skip a card
- You call from a laptop or smartphone: an app or browser dialer needs no PIN or access number.
- Your calls are short and the card rounds to several minutes: 4-minute rounding bills a 1-minute call as 4 [12].
- You call rarely: a PIN that expires 183 days after purchase can lapse with credit left on it [2].
Rebtel, Talk360, Yolla and TwinPhone all exclude emergency calls [5][24][25][20], so keep a mobile or landline for 911; I explain why browser calls cannot replace 911 separately.
Frequently asked questions
Are international calling cards still sold?
Is a calling card cheaper than a calling app?
Only once you count the extras. Add any connection fee per call, spread maintenance fees over the minutes you actually use, and allow for rounding: NobelCom's Hello card for the Philippines lists the most minutes but rounds every call up to 4 minutes and charges a weekly fee [12]. Yolla and TwinPhone charge no connection fee [3][7], but calls to phone numbers are paid on both [9][20].
Do calling cards work without internet?
Why did my calling card give fewer minutes than advertised?
Usually because of charges the headline rate leaves out: per-call hang-up fees, maintenance fees and toll-free access surcharges [1][2], plus rounding each call up to a whole minute or more [2]. The FCC warns that hidden fees can leave a fraction of the advertised minutes [1], and in 2015 it fined six companies $30,000,000 for deceptive calling-card marketing [1].
Is a toll-free access number free to use?
Can I use a US calling card while I am abroad?
Only where the seller has an access number for the country you are in [4], and NobelCom adds up to $1 a minute if you use one outside its own country [2]. A browser dialer needs only an internet connection, though sign-up rules differ: Google Voice personal accounts, for one, are US-only [26], as I explain in using Google Voice from abroad.
